President Faustin-Archange Touadéra presided over the first Council of Ministers of the Moloua III government, held on June 4th in Bangui, Central African Republic. During the meeting, President Touadéra demanded that every decision made by the new government must have a measurable and perceptible effect on the daily lives of citizens. This key directive shows his commitment to tangible improvements for the populace. He warned ministers against passivity and corruption, stating, "You are not drawing-room ministers, you are field ministers. Notorious incompetence, passivity, and laxity must lead to reassignment or disciplinary sanctions." President Touadéra added, "The racketeering of users in public services, the orchestrated slowness to obtain bribes, and the embezzlement of state property must cease immediately." This stern message set the tone for the new administration, emphasizing a departure from previous shortcomings.

Ending Past Dysfunctions

President Faustin-Archange Touadéra declared that "the era of inertia, absenteeism in offices, and ministerial squabbles is definitively over." Touadéra insisted on the need to end dysfunctions observed in public administration, which have long hampered progress. He emphasized the necessity of addressing these long-standing issues within public administration. He stated that practices such as the racketeering of users in public services, orchestrated slowness to obtain bribes, and the embezzlement of state assets must cease immediately. The president’s directive, issued during the inaugural Council of Ministers of the Moloua III government, noted a demand for tangible improvements in governance. His call for an end to these issues showed a broader push for efficiency and accountability across all government operations. The new administration is tasked with implementing reforms that directly counter these identified problems, aiming for a measurable impact on citizens' daily lives. This full approach seeks to dismantle systemic inefficiencies and foster a more responsive and ethical public service.

Ministerial Expectations and Accountability

Ministers within the new administration are expected to strengthen their presence in the field and demonstrate greater rigor in managing public affairs, according to directives issued by President Faustin-Archange Touadéra. This expectation goes beyond mere administrative duties, demanding active engagement with the realities faced by the Central African population. The president emphasized that incompetence, passivity, and laxity must result in reassignment or disciplinary sanctions for those found deficient. This stern warning establishes a clear framework for accountability within the Moloua III government, indicating that performance will be closely monitored and evaluated.

To facilitate this new approach, a government seminar is planned for the coming days. The seminar aims to orient ministers on their specific terms of reference, ensuring a unified understanding of their roles and responsibilities under the new mandate. This initiative is designed to equip ministers with the necessary guidance to fulfill the president's expectations for tangible results and improved governance, thereby minimizing any potential for misinterpretation of their duties.

The Moloua III government, which was established on May 21st, is composed of 33 members. This composition includes four ministers of state and two deputy ministers, reflecting a structured approach to the various portfolios. The new government’s formation precedes the outlined seminar, which will serve as a foundational step for its members to align with President Touadéra's demands for a radical shift in governmental operations and ensure a cohesive strategy moving forward.

A Mandate for Total Rupture

President Faustin-Archange Touadéra asserted that the mandate entrusted to the people on December 28, 2025, is placed under the sign of a total rupture with past practices. The president emphasized that the 7th Republic must not carry the flaws of the past that have long hindered the country's progress. This directive signifies a push for fundamental changes in governance and public administration, aiming to rectify historical impediments to national development. Touadéra's statements show an ambition to establish a new operational paradigm for the government, moving away from previous inefficiencies and dysfunctions. The focus remains on eradicating systemic issues to foster tangible improvements for citizens, ensuring that the new administration delivers on its promise of a more effective and accountable government.
