Fidèle Gouandjika, a minister advisor to the presidency of the Central African Republic, publicly criticized the current administration on 23 October 2026. Speaking in Bangui, he characterized the ongoing executive leadership as ineffective. "L’incompétence totale, ce gouvernement, c’est l’incompétence totale," Fidèle Gouandjika stated regarding the performance of the government.

As a minister advisor to the presidency of the Central African Republic, Fidèle Gouandjika holds a position that grants him direct insight into the operations of the executive branch. His remarks, delivered in the capital city of Bangui, reflect a formal critique of the current leadership structure. This public assessment by Fidèle Gouandjika notes internal friction regarding the direction of the administration.

Allegations of Government Incompetence

Fidèle Gouandjika assessed the Moloua 3 government following the completion of its first 100 days in office. He argued that the administration has failed to meet expectations during this initial period of executive activity. The assessment by Fidèle Gouandjika of the Moloua 3 government focuses specifically on the performance benchmarks that were established for the first 100 days in office. By evaluating the Moloua 3 government at this milestone, Fidèle Gouandjika indicated that the current results are insufficient to address the needs of the Central African Republic.

Economic reform proposals presented by the advisor include the introduction of a 21% tax on rental properties. Fidèle Gouandjika stated that this measure serves as a mechanism to increase state revenue for the Central African Republic. According to the proposal by Fidèle Gouandjika, the 21% tax on rental properties is intended to serve as a vital tool for fiscal recovery. He emphasized that the introduction of this 21% tax on rental properties is a necessary step to bolster the national budget and improve the financial standing of the Central African Republic.

Illicit trade activities in specific natural resource sectors also formed the basis of his critique. Fidèle Gouandjika alleged that widespread smuggling within the diamond, gold, and timber industries deprives the national treasury of significant revenue. He maintained that these unauthorized exports negatively impact the fiscal health of the state. Specifically, Fidèle Gouandjika noted that the diamond, gold, and timber sectors are currently suffering from high levels of illegal activity. The smuggling of resources in these sectors, as described by Fidèle Gouandjika, directly reduces the funds available to the Central African Republic.

Customs services faced direct accusations from the advisor regarding their professional conduct. Fidèle Gouandjika alleged that these officials engage in corruption and fail to maintain adequate oversight of commercial transport operations. He suggested that such regulatory lapses allow goods to bypass legal entry requirements, further contributing to the loss of government income. Fidèle Gouandjika stated that the customs services must be held accountable for their lack of oversight. By failing to monitor commercial transport, the customs services have enabled a system where corruption thrives, further depleting the resources of the Central African Republic.
